    Cecil is a very childlike individual, especially since he still has a lot of time to grow up, and he takes advantage of it, sneaking into places he shouldn't, and doing things considered "edgy" for his age. However, Cecil can't help but apologize and be sweet and loving towards anyone that will let him. He's very quick to establish "idols" and "role models" in his life, and because of that, he can get into tons of trouble, however, he can't normally tell when he's in trouble and when he's in the clear, and to his role models, he'll always get them whatever they want and be as sweet as a peach to them. Then again, he's sweet to everyone since that was how he was raised. Big words confuse him rather quickly, and he'll believe basically anything you tell him. He's also quick to jump to conclusions, albeit they're very childish conclusions, and he'll accept being wrong so long as it's someone who he looks up to telling him this. And don't worry about your secrets with him. They're very safe.

    Cecil grew up in a rich city that thrived on gambling in the Mojave Desert. It was a fairly new city, only being established in 1905, and it was fairly popular, a little gem in the middle of a desert, where nobody wanted to live, at all, and yet the place thrived, and the small Keldeo enjoyed his little home too, his father bringing home money from a vast amount of cheating when it came to Gambling and Poker and home was just a happy little place with a few gambling houses. 

    However, the happy peacefulness of the town didn't last, and his parents had decided it was time for a move when Cecil was eleven, and they'd moved around in cities that dotted the Untied States until the small family landed in Crime. His father went back to his usual business in the little gambling house. A few months have passed since Cecil moved into the dear city, and there he was at age 12. Doing what was considered dangerous, such as sneaking into speakeasies, but never actually drinking.
